In the three years after receiving the initial grant from the Moore Foundation, PLOS had launched three journals and laid plans for two more; it had made an enormous contribution to the open access movement, but, this report warned, it would need to focus on business planning and long-term sustainability in the coming year, to prove that the PLOS business model could succeed.
